On the morning of 5 May, www.prachatai.net was blocked by the CRES. The page was redirected to http://58.97.5.29/www.capothai.org, with the message: Access is temporarily suspended, as ordered by the CRES under the 2005 Decree on Public Administration in Emergency Situations.
Prachatai immediately changed its domain name to www.prachatai1.com which has also been blocked.
As of mid-7 May, Prachatai can be accessed at www.prachatai.info.
www.prachatai.com was among 36 websites ordered blocked by the CRES on 8 April.
On 23 April, Prachatai filed a complaint with the Civil Court against the government and sought a court injunction to lift the blocking. Within a day the court ruled to dismiss the complaint without examination of witnesses, claiming the government action was authorized by the Emergency Decree.
Prachatai cannot file a complaint with the Administrative Court, because Section 16 of the Emergency Decree states that decrees, announcements, orders or actions authorized by the decree are not covered by the Administrative Procedures Act or the Act on the Establishment of Administrative Courts and Administrative Court Procedure.
